CITATION
During the Liberation War, Shri Chandra Sekhar Samal Padmashree was the SDO and later ADM of Islampur under West Dinajpur. At the beginning of Liberation War at his own initiative, he arranged for accommodation and food for the refugees. When the number of refugees swelled upto 6.5 lacs, he had set up 8 large camps. For his relentless hard work in helping the refugees, efficient supervision and devoted service, in January 1972, he was awarded Padmashree by the Indian Government. For his great contribution, Shri Chandra Sekhar Samal Padmashree is awarded Friends of Liberation War Honour.
