CITATION
During the Liberation War, Julian Francis was appointed by OXFAM as coordinator of relief programme in the refugee camp of Assam, Tripura and West Bengal where he made remarkable contribution. He also played a key role in preparing the powerful OXFAM document 'Testimony of Sixty' which played a significant role in forming world opinion against genocide. He is still associated with organizations that work for the betterment of the poor people of the Char areas in independent Bangladesh. A devout volunteer for helping Bangladesh in its development activities, Julian Francis is awarded Friends of Liberation War Honour.
